水库突发事件应急保障体系研究

摘要

Emergency security system is an important content in the preparation of reservoir emergency contingency plan.In the paper,establishment and perfection of the reservoir emergency security system are analyzed from three aspects of emergency measures,operation mechanism and safeguard system.The feasibility and effectiveness of emergency security system should be reinforced and improved in practical application.%突发事件应急保障体系是水库突发事件应急预案编制中的重要内容。本文从应急措施、运行机制和保障体系三个方面对建立健全水库突发事件应急保障体系进行了分析。在实际应用中应加强提高应急保障体系的可行性和有效性。
