标准驱动的美国体育教师教育质量动态保障体系研究

         

摘要

In terms of the development and implementation of physical education teachers profes-sional standards,the United States started early.The American Physical Education Teachers'professional assessment system was composed of three national teachers'professional stand-ards.These standards were developed by National Council for the Accreditation of Teacher Ed-ucation,National Council for the Accreditation of Teacher Education and National Board for Professional Teaching Standards respectively.By translating the last-edited standards,the stud-y made the following conclusions:The three associations which developed these standards worked together to reinforce the connection and collaboration between the standards,promote the cooperation between associations and state and governments.The three standards shared the same conceptual foundation,emphasized on the relevance of different stakeholders and formed of a dynamic assessment system for physical education.teacher in different stages.%美国在体育教师专业标准的研制和实施方面起步较早,其体育教师专业的评价体系由3大全国性的教师专业标准构成:全国教师教育认证委员会(National Council For The Ac-creditation of Teacher Education,简称 NCATE)、州际新教师评估与支持联合会(Interstate New Teacher Assessment and Support Consortium,简称 INTASC)和全国教师专业教学标准委员会(National Board for Professional Teaching Standards ,简称 NBPTS)。对美国目前最新版的NCATE 标准(2008版)、INTASC 标准(2013版)和 NBPTS 标准(2013版)进行翻译,并结合国内、外研究成果进行分析发现,美国3个标准的制定机构注重标准之间的衔接与协同,注重与各州政府之间的合作,将体育教师教育机构认证、新教师执照获取、高级体育教师资格评定3方面的功能相互协同;3个标准基于绩效评价的共同理念,突出专业人士的主体作用,重视不同利益方的关联,形成了一个动态体系,对我国体育教师教育标准的研制有较高的借鉴价值。
