淘汰落后产能和化解过剩产能中工伤职工安置的思考

摘要

In process of adjusting the structure of producing capacity by eliminating backward capacity and resolving excessive capacity, a good arrangement for the workers, especially those with occupational injury has signifi cant meaning. Based on the successful experience of "two guarantees" implemented in 1998, and the workers’ actual working ability, the arrangement should insist on the overall idea of “enterprises as the main body, locally organized, conducted by laws, regulations, and classifi cation”, and then actively and steadily arrange the work and life for injured workers to security their basic livelihood.%在淘汰落后产能、化解过剩产能的结构调整中，做好关停和重组企业的职工特别是工伤职工的安置意义重大。借鉴1998年开始实施的“两个确保”的成功经验，从工伤职工的就业能力等实际情况出发，宜坚持“企业主体、地方组织、依法依规、分类施策”的总体安置思路，积极稳妥地做好不同情形工伤职工的生产生活安置工作，守护好民生底线。
