In the background of new medical change policy, the public hospital must rely on the transformation?of?the?in-ternal management, only in this way can it maintain its own competitiveness in the future complex and changeable medical market environment, but the implementation of refined cost management is one of the major ways. The paper puts forwards the countermeasures of implementing the refined management in the public hospital by combing and analyzing the charac-teristics and significance of cost refined management and combined with the problems existing in the present public hospital cost management.%在新医改政策背景下，公立医院必须依托于内部管理模式的转型，才能在未来复杂多变的医疗市场环境中维系自身竞争力，而实施精细化成本管理则是其中重要途径之一。该文通过梳理分析成本精细化管理的特点与意义，并结合目前公立医院成本管理中所存在的问题，提出了公立医院实施成本精细化管理的对策。
