长株潭地区建设用地扩张与经济发展关系研究

     

摘要

For comprehensively discussing the relationships between constructive land and economic develop-ments, taking Chang-Zhu-Tan region as an example, based on decoupling analysis, regression analysis and compar-ative analysis, the decoupling and re-coupling relationships based on change rate of construction land use and the secondary and tertiary industries growth was analyzed in this paper.And the input-output elasticity of constructive land expansion to secondary and tertiary industries were calculated.The relationships of construction land use and the secondary and tertiary industries growth is still in a kind of strong re-coupling status, which are significant cou-pling relationship, and the pressure of constructive land expansion increased in the face of the grim situation of strictly protecting arable land system.From analyzing the coefficient of elasticity of construction land and the sources of economic growth of secondary and tertiary industry GDP, the contribution of construction land expansion to economic development is not significant.The elasticity coefficient of Zhuzhou and Xiangtan were markedly grea-ter than Changsha.Along with the development stage gradual progresses, the promoting effect on economic develop-ment of construction land expansion is not obvious.So the management for arable land occupied by construction should be strengthened.Necessary policies and measures such as economical and intensive utilization of arable land resources should be taken to encourage economic growth.%为综合考察建设用地与经济发展之间的关系,以长株潭地区为例,结合脱钩分析、回归分析等方法研究建设用地扩张与二三产业GDP增长之间的脱/复钩关系,分析建设用地扩张对经济发展的影响并对脱钩分析结果进行验证。结果表明:2002—2010年间,长株潭地区的建设用地扩张与二三产业GDP之间的关系一直处于扩张性复钩状态,即存在着明显的耦合关系。对长株潭地区二三产业GDP的建设用地弹性系数和增长源泉分析表明,建设用地扩张对经济发展的贡献体现得并不明显,但通过区域横向对比发现,株洲市和湘潭市的建设用地弹性系数明显高于经济相对较发达的长沙市。随着经济质量的改进和发展阶段的提升,建设用地扩张对经济发展的促进作用趋于不明显。应加大非农建设占用耕地的管理力度,通过产业转型和土地节约集约利用等措施促进经济持续发展。
