多维视角下的公共政策议程建构过程分析——基于《校车安全管理条例》的案例研究

2012年4月5日,中国颁布实施了《校车安全管理条例》。校车安全问题为什么能够得到关注,问题是如何被关注的,其政策议程是如何建立的,为了回答这些问题,在此将采用案例研究的方法,运用触发机制理论、议程设置理论以及多源流理论,从多维视角对其政策议程建构过程进行解释和分析,并以此透视当代中国公共政策议程建构的机理和特点。%China implemented "Regulations concerning School Bus Safety Management" on April;5th in 2012.Why is the School Bus Safety problem concerned?How is it concerned?How is the Public policy agenda built?In order to answer these questions;Trigger mechanism theory; Agenda-setting theory and Multi-stream theory are used to interpret and analyze the process of its agenda-buiht- ing from different perspectives by the method of the case study;Thus reveals the mechanism and the features of public policy agen- da-building of China.
