新型城镇化进程中土地流转后的“三农”问题探索

摘要

通过对甘肃省河西地区9个村在新型城镇化背景下的土地流转进行调研，试图发现河西地区在土地流转过程中存在的问题，进而提出政府部门要制定一套确保农民生存生活的制度；建立专门的有偿帮扶组织；完善现有的农村养老制度；建立健全农村文化娱乐设施以及农村劳动力就业服务机制的对策建议，以促进河西地区的土地流转，最大效率地实现土地流转的惠农目标，推进河西地区新型城镇化的建设。%Land transfer was investigated under the background of new urbanization of nine village in Hexi area of Gansu province, which tried to find out the land transfer problems in hexi area, and the government need to develop a system to ensure the farmer’ s survive life.The government should to found specialized paid helping organizations, improve the existing pension sys-tem in rural areas, establish and improve cultural and recreational facilities and rural labor employment service system, then effec-tively address emerging“Three Rural” issues, maximize achieve land transfer target, facilitate the construction of new urbaniza-tion in Hexi area.
