Since the collapse of the Soviet Union, the Russian state and society have experienced turmoil, peace and stability, fast growth and hindered growth. During the process, multiple adjustments have been made on the state governance system which has evolved into its present structure. The system’s arrangement directly influences the efficacy of Russian state governance and social development. Currently, problems exist with Russian governance system in respect to the building of regime legitimacy, decision-making mechanism, execution system as well as the system of feedback and adjustment. All the problems arise from a loss of timeliness of the governance system.%苏联解体以来，俄罗斯国家和社会由混乱到安定，安定延至快速发展，再至如今的发展受阻，其间国家的治理体系多经调整，形成了如今的制度架构。这些制度安排显然直接影响到了俄罗斯国家治理与社会发展的效能与效果。目前，俄罗斯治理体系在政权合法性构建、决策机制、执行体系、反馈与调整机制上存在问题，而这些都是由于治理体系失去了时效性导致的。
