A case study of the history and politics surrounding redistricting procedures in an urban setting.

Little research exists on the hidden factors and unintended consequences involving redistricting efforts in urban school settings as they relate to school and community relationships. The purpose of this case study was to contribute to this research base by analyzing a specific redistricting event to provide recommendations on how to manage the effects of social and educational change in a redistricting event. The research questions guiding this study included an analysis of the history of redistricting efforts as related to social and educational change, an investigation of current redistricting procedures used in other urban school systems, and an examination of societal factors that can impact redistricting efforts including politics, economics and changing demographics. Sixteen adults were interviewed for this study, and data from public meeting observations and print documents and media were analyzed to determine the influence of demographics, social change, and political activity and influence on redistricting in an urban setting. All gathered data were coded by response and thematic similarities. Results confirmed the existing research literature in that no universal protocol or procedures could be identified that would serve as a guide for any urban school system redistricting effort. The researcher was able to identify additional factors, however, that should be considered when making decisions about redistricting including transparent decision-making and use of data to minimize subjectivity. This study has the potential for positive social change as the factors identified for consideration can help guide school-system decision makers in maintaining a positive relationship with the communities they serve during redistricting events.
