Assessing School District Human Resource Capital Management Policy through an Accountability Lens.

Recent shifts in Wisconsin policy that support the use of accountability-based Human Resource Capital Management policy have initiated human resource policy revision in local school districts. Previous research on effective schools has identified alignment of policy as an essential factor in success. This study examined change in local school district HRCM policy utilizing an assessment framework for Human Resources Capital Management (HRCM). The questions investigated were 1) how did district leaders implement change, 2) did new policy create greater levels of alignment with federal and state accountability-based policies and 3) what factors impacted the level of human resource policy alignment with federal and state accountability-based policies?;Findings included that most districts revised HRCM policies that resulted in greater alignment with federal and state accountability policies, but did so in varying degrees. Influencing the measure of alignment was the degree of fragmentation of the previous policy with accountability driven policies, the impact of the political conflict related to Wisconsin state policy change on the district, the beliefs of the organization's leadership in regards to accountability driven policies and the political will of both the school board and administration to align with accountability policy.
