The purpose of the study was to examine the implementation of the Strategic Plan Assessment Model (SPAM) in the evaluation of a strategic plan.; This case study included qualitative as well as quantitative techniques.; The data gathering consisted of a study of archival reviews using the Strategic Planning Assessment Model process; interviews concerning archival data; a survey submitted to the stakeholders to gather information which revealed how they rated Strengths, Weaknesses, Opportunities, and Threats (SWOT) to the institutional strategic planning and finally an interview with the executive members to evaluate the SPAM process.; The results of the study revealed the following information: (A) The archival data such as memoranda, minutes, charts, compendium, catalogs, strategic plans, self-study reports, manual guides and other official and unofficial documents which showed that the institutional strategic plan considered the six phases of the process. (b) The survey results revealed the following: (1) The standard deviations were more significant in faculty scores compared with those of university administrators in the Strengths and Weaknesses variables. (2) The t-test analysis indicated that faculty means scores were lower than those of university administrators and the differences were significant at the .05 levels in the Strengths and Opportunities variables. (3) The standard deviations were more significant in university administrators' scores compared with those of faculty members in the Opportunities and Threats variables. (c) The executive team concluded that the SPAM process should be used as the assessment for the strategic planning process.
