Comparative study on public service between the United States and China.

摘要

Public service is a key issue in public administration. This thesis, combined with two surveys, discusses public service through a comparative study of the U.S. and Chinese system. Based on cultural, societal, economical, and political background, the thesis analyzes how public service has developed practically and academically in both countries.; Public service is, essentially, a political issue. It reflects the quality and integrity of the use of public authority. Therefore, the rule of law, equality, and professional ethics are core elements in public service.; Facing different challenges, both the U.S. and China need to find right solutions to overcome their difficulties. As a developing country, China needs to learn from the Western experiences in order to improve its public service. Currently, privatization is being successfully practiced in the West, and it will become worldwide tendency in the future. Meanwhile, public service, under globalization, has become an international subject, which should emphasize global cooperation.
