In 1986, P.L. 99-457 was passed and mandated a free, appropriate public education for children between the ages of three and five who were identified as disabled. As a result, states and districts are required to develop methods to adequately address the educational needs of young children with disabilities. Teacher expectation of social/emotional, speech/language, cognitive, and physical development are important considerations, as these characteristics will impact instruction and overall classroom dynamics. This study examines the characteristics of children who are currently enrolled in preschool classes in Orange County Public Schools. General education and exceptional education teachers complete a survey that examines the characteristics of preschool children in their classes. The purpose of the study is to determine if there is a statistically significant difference in characteristics of preschool children with disabilities and their non-disabled peers.
