Following unprecedented damage caused by a series of natural disaster events that struckQueensland between 2010 and 2013, the Department of Transport and Main Roads(TMR) responded to reconnect Queensland, ensure vital supply and aid communityeconomic recovery. The Transport Network Reconstruction Program (TNRP) wasestablished to coordinate program delivery partners with federal, state, local governmentagencies and industry.The TNRP manages risk in accordance with the TMR Risk Management Framework,utilising AS/NZS ISO 31000:2009 Risk Management Principles and Guidelines andinternationally recognised best practices.From program establishment the program executive utilised departmental risk advisorsand operational delivery functions, ensuring appropriate support during its lifetime. TheProgram Risk Manager leads the coordination of program risk management activities onbehalf of the Program Director and Program Manager, including oversight andmanagement of regional risk management activities.The risk management function developed risk-specific roles, responsibilities, contractprocedures, escalation paths, function integration, tools, techniques, program contingencyguidelines, risk allocation, training, reporting, assurance reviews and lessons learned. Thisresults in highly effective risk management that satisfies external and internal governancerequirements, and keeps risk exposure to an acceptable level, contributing significantly toeffective program delivery that meets the department’s strategic vision of connectingQueensland.
