POST-CLOSURE CARE OF FOUR CHESTERFIELD COUNTY, VIRGINIA LANDFILLS

For the past 10 to 12 years, Chesterfield County, Virginia has been carrying out a program of monitoring and maintaining four closed landfills. All four of the sites had been operated by the County. The Northern Landfill ceased receiving waste in October 1993 and was capped in the fall of 1994. The Chester, Fort Darling and Bon Air Landfills have not received waste since 1988, the year Virginia promulgated its first comprehensive landfill regulations. Over the past several years, the gas and groundwater monitoring had been carried out in a fairly routine manner, and some of the maintenance was performed routinely. Limited repairs and improvements were done, because no budget had been established for such work. The only repairs that were done were those required to respond to a major problem, and funding had to be transferred from another budget item. This paper presents a case study of how the County planned and budgeted for post-closure care of the four closed landfills. SCS Engineers was retained by the Chesterfield County Department of General Services to investigate the current condition of the four closed landfills with the intention of identifying existing problems in need of immediate repair and mid-term improvement, as well as maintenance items at each site for the duration of the post-closure care period. The objectives of SCS' work efforts for each site were as follows: 1. Develop a Post-Closure Care Plan outlining the voluntary and mandatory post-closure monitoring and maintenance for the site. 2. Document existing site conditions and identify recommended repairs and improvements for the site. 3. Review existing post-closure operation, maintenance, and monitoring programs. 4. Develop cost estimates and 10-year budgets for the recommended repairs and improvements along with estimates for operations, maintenance, and monitoring during the post-closure care period.
