LESSONS LEARNED FROM THE APPLICATION OF THE REGULATIONS ASSOCIATED TO FSOA DURING THE QUALIFICATION AND THE FIRST FLIGHTS OF SOYOUZ AND VEGA

FSOA and associated regulations came into force onrn2010, December 10th. This new legal framework wasrnnotably motivated by the arrival of new launchersrnoperated from French Guyana : Soyuz and VEGA. Thernbasis of the regulations was the experience gained onrnthirty years of Ariane launches, capitalised in thernapplicable CSG Launch range regulation, which wasrnapplicable to Soyuz and VEGA since the beginning ofrnthe project. This relation has allowed to smoothlyrndemonstrate the conformity of the new launch systemsrnwith the regulations. Although a specific set of tools,rnfiles and procedures has been introduced or adapted inrnorder to comply with the legal framework, very few newrntechnical requirements were introduced. This paperrnpresents the adaptation of the organization and therntechnical activities which have been implemented, inrnorder to comply with the new legal framework for bothrnSoyuz and VEGA, that were successfully launched fromrnFrench Guyana respectively on 2011, October 21st, andrn2012, February 13th.
