LESSONS LEARNED FROM THE APPLICATION OF THE REGULATIONS ASSOCIATED TO FSOA DURING THE QUALIFICATION AND THE FIRST FLIGHTS OF SOYOUZ AND VEGA

FSOA and associated regulations came into force on 2010, December 10th. This new legal framework was notably motivated by the arrival of new launchers operated from French Guyana : Soyuz and VEGA. The basis of the regulations was the experience gained on thirty years of Ariane launches, capitalised in the applicable CSG Launch range regulation, which was applicable to Soyuz and VEGA since the beginning of the project. This relation has allowed to smoothly demonstrate the conformity of the new launch systems with the regulations. Although a specific set of tools, files and procedures has been introduced or adapted in order to comply with the legal framework, very few new technical requirements were introduced. This paper presents the adaptation of the organization and the technical activities which have been implemented, in order to comply with the new legal framework for both Soyuz and VEGA, that were successfully launched from French Guyana respectively on 2011, October 21st, and 2012, February 13th.
