Dear colleagues! Ladies and gentlemen! Mina san(everybody)!rnIt is a great pleasure to open the 3rd International Conference on Quantum Communication and measurement here in the beautiful surrounding of the Fuji-Hakone Land. It rains but rain means good start. This Conference and to great extent the two previous Conferences were made possible due to the enormous enthusiasm and energy of our Japanese hosts, especially Professor Hirota and his collaborators, and to the generosity of the Japanese sponsors: the Tamagawa University Research Institute, Support Center for Advanced Telecommunication Technology Research, Nippon Telegraph and Telephone Corporation and 60 other Companies.
