Project Delivery Strategy for Major Transportation Projects in Los Angeles

Measure R, which was passed on November 05, 2008 provides $40 billion over the nextrn30 years with funds being used for both direct funding and as collateral for long term bonds to be spent onrnprojects in Los Angeles County, including major new rail transit and highway tunnels. Metro has recentlyrnused a successful combination of traditional and alternative delivery methods on major transportation projects,rnincluding the I-405 freeway widening, Metro Gold Line Eastside Light Rail Extension and Orange Line BusrnRapid Transit projects. The paper reviews the project delivery methods used to date on projects and shares thernrationale for the selection of the design build (DB) procurement strategy being used for the delivery of thernCrenshaw LAX Transit Corridor, Regional Connector Transit Corridor and Purple Line Extension projects.rnThis delivery method was influenced by a commitment to accelerate the overall delivery schedule, facilitaternlocal job creation, improve the quality of life for the region, and was based upon consideration of methodsrnused by other transit agencies and the regulatory framework of options available to the Agency for thesernthree underground construction projects. The paper also explains how the approach has maintained control ofrnkey underground construction requirements for the safe and efficient construction and operation, adoption ofrnappropriate standardized approaches, while allowing freedom for the design builder to provide market basedrnintegrated solutions.
