Should We be Interested in Techniques for Evaluation?

We present two studies which open up evaluation to the question of the role of evaluation in management practice. We contend that it is no longer plausible that evaluation can be used to predict the future through techniques of evaluation that address factors such as benefits. Evaluation must come to terms with its inability to forecast in a dynamic world where change is normal. We suggest that one role for evaluation that avoids problems of prediction is to promote evaluation as a form of strategic dialogue that is consistent with scenario planning.
