Approx. 300,000 students in the US have received their bachelor's or master's degree through web-based distance learning, and approx. 3 million to 4 million people are using web-based distance learning; while web-based distance learning is burgeoning in Taiwan. At present there are apprex. 200,000 people who are using web-based learning as part of the learning interface (including advanced credits, certificate, continuing and special educations). We hope the participation of the Tsinghua University in Beijing will benefit the general public in Taiwan area and set the best example of full range distance learning. Our goals are: a) Target market: the target market of distance learning will be 'master's program credit program' and 'bachelor's program credit program'. Programs of such kind currently available in Taiwan can only be referred to as 'preparatory program', credits are recognized by only the host school and the related program after a student has been enrolled. Though there are many restrictions, there are many students taking the program. In other words, programs of such kind are very potential in the market. Here are some advice for such programs: Targets of master's program credits and bachelor's programs. credits programs: (1) major targets: university graduates and high school graduates who are working and general public in need of continuing education; (2) secondary targets: univetsity students and high school students who need to have credits before graduation. b) Secondary market: professional certificate programs. Problems of programs of such kind in Taiwan are teacher qualification and certification criteria. These problems should be avoided or overcome in the future. A professional certificate cultivation system should be developed to to set an example for programs of such kind. Targets of certficate programs are very broad, those who are interested in it will be targets of the program. However, we should avoid popular programs, such as information or programs for professional skills.
