In the context of the national policy to promote the reform of agricultural industrial structure, to improve the technology conversion rate of China's agricultural Hi-Tech, and make technology really create value is the important link that promotes agricultural transition upgrade. In this paper, we define the agricultural Hi-Tech and point out the scope based on the literature research and the actual development. Based on the analytic hierarchy process (AHP), a set of evaluation index system is established, the index weight is set, and the level of evaluation results is determined. In the evaluation process, the factor of expert weights is added to enhance the power of discourse of authoritative experts. The establishment of the evaluation index system is helpful for enterprises to make a comprehensive and systematic evaluation of technology, and to make investment decisions and control risks before investment. At the same time, it is of certain reference value for researchers and technical evaluators to carry out agricultural high-tech evaluation activities.
