Providing Emergency Power Supply (EPS) by electric vehicles (EVs) is a lower-cost way to provide EPS, and reduces the use of diesel generators effectively, resulting in lower pollution emission. In the places with traditional EPS, the EPS provided by parallel operation of traditional EPS and EVs could reduce the investment and operating cost of traditional EPS system, contributing to the improvement of the economy and reliability of the system. Based on the characteristics of EPS provided by parallel operation of traditional EPS and EVs, this paper proposed a two-layer control strategy to realize EPS provided by parallel operation of traditional EPS and EVs, aiming to take full advantage of battery capacity of EVs and to balance user's demand; simulation results show the feasibility of the control strategy proposed.
