Requirements based on goal-oriented approach provide different possibilities and alternatives. Quality criteria are measured for each goal of the system, and its possible quality characteristics are identified. The functional requirements pertaining to each quality characteristics are needed to be prioritized for development. Formal decision-making relieves us from manual and time-consuming tasks. The decision-making based on criterion yields best results. The decision-making is the cognitive process and done based on experience, knowledge, and intuition. This paper discusses cognitive decision-based prioritization along with Analytic Hierarchy Process (AHP) and Fuzzy AHP for functional and non-functional requirements. The experimental evaluation has been done for the mobile-based applications.
