Owner’s Engineer Services for the Kpone Independent Power Plant (KIPP) Project

The concept of hiring an Owner’s Engineer has been used for almost two decades. In large-scale power plant projects the Owner’s Engineer generally consists of a team of independent experts that serves as an advocate for the owner. In his role, the Owner’s Engineer supports the owner to meet the planned project’s metrics: time, quality and budget. Fulfilling this role for the 350 MW combined-cycle power plant project Kpone Independent Power Plant (KIPP) in Ghana is a unique challenge considering the significant technical challenges, complex project contract landscape as well as the difficult local conditions. This report highlights the approach taken by STEAG Energy Services GmbH as Owner’s Engineer in supporting the Owner in reaching the project’s time, quality and budget goals as well as addressing unique challenges in the KIPP project.
