Comprehensive Evaluation Index Model Construction and Application in the Transnational Power Transmission Project

With the features of comprehensiveness, complexity and continuity, the transnational power transmission project is likely to be affected by the international politics, diploma, energy strategy, environmental protection and other factors, therefore, it is difficult to make the independent evaluation for the whole efficiency from a point of quantitative view, nor simply replace the comprehensive evaluation by the project economic profits, otherwise, reached evahiation conclusion is easy to be overgeneralization. This paper will establish the general efficiency evaluation index model about transnational power transmission project to measure the general efficiency via establishing the general efficiency evaluation index model, researching the progress of latest general evaluation model method from the viewpoint of general efficiency connotation of the international power trade project, after that, the general evaluation value of the project can be directly reflected, finally, the paper outlooks the model application value in the future.
