With the trend of population aging, the grass-roots government is facing a heavy burden of pension. In recent years, social organizations continue to grow and develop, social organizations use their own advantages, and actively participate in the pension services. The basic level government purchases the service to the social organization is one kind of practice exploration. In this paper, the basic level of the government to the social organizations to purchase pension service model of the system.
