Coal is used for power generation because is burns well and generates a lot of heat. To improve power generation potential coal is ground to a smaller and smaller particle size. As long as this fine dust is kept in the combustion chamber everything is great and the process is contained. Problem is that some of this dust escapes through leaks in the process. Outside the process it becomes a fire and explosion hazard.
