UNDERSTANDING AND COMPLYING WITH EFFLUENT GUIDELINES AND COMBUSTION RESIDUALS RULES

Now that the U.S. Environmental Protection Agency (EPA) has finalized both the Effluent Limitations Guidelines (ELG) and coal combustion residuals (CCR) rules for power generating facilities, power generation owners and consultants are working to understand the new rules and develop compliance plans. While each of these new rules has specific areas to be addressed, EPA also designed the rules to work in concert. Consequently, there is value in reviewing power generation facilities in light of both of these rules. This paper reviews the current rules’ status and describes how power generation facilities can benefit from reviewing their facilities considering both of these rules. It also reviews some of the compliance strategies for the rules in the context of case studies for recent projects completed.
