The existing tour guides' salary system doesn't or less consider tourists' service quality, which results the rising conflicts among the travel agencies, tour guides and tourists. To relieve the conflicts, the service quality as an index is introduced into tour guides' salary system. The Stackelberg game is used to analyze the optimal strategies and the expected revenue of travel agencies and tour guides before and after implementing the improved tour guides' salary system. In the end, some suggestions about the salary system considering the service quality are given on tour guides' behavioral characteristics and the earnings of the travel agencies and tour guides.
