Study on Compilation and Application of Engineering Cost Index for Construction Project in China

Engineering cost index is one of the core tools to reflect the change of supply and demand in construction market and the level of productivity development. This paper comprehensively analyzes the actuality of compilation and application of engineering cost index from some representative provinces and cities in China, and systematically introduces and contrasts the application of engineering cost index in developed and developing countries or regions, providing reference for the engineering cost index during the transition to market economy in our country in the transition period, making it the edge tool to control engineering cost in a reasonable way. As one of the main tools reflecting the fluctuant trend and amplitude of engineering cost, engineering cost index can accurately estimate the cost level of each period, which plays an important guiding role in the project investment budget, project bidding, the economic cost analysis and the improvement of management in engineering cost department. Some problems exist in the engineering cost index in China, such as "calculation model of engineering cost index is unscientific and inexact", "lack of policy and system to support the development of engineering cost index". Therefore, the question how to accurately measure and reasonably apply engineering cost index to objectively reflect the supply and demand of construction market and the development level of the productive forces, has plagued construction project valuation work. At the same time, it has also become the focus and hot issue of all parties involved in construction projects and engineering cost department.
