Discussion on the Strategy of Improving the Seamen's Comprehensive Quality

It is important to train a seamen's group of high quality for global shipping safety,ocean environmental protection and the development of shipping industry. Comprehensive quality of seaman includes navigational skills,professional morality,psychology quality and maritime etiquette education etc. Therefore,to improve the seamen's comprehensive quality,we must draw up the proper professional permit regulations,perfect the maritime education and training content,reform seamen's test and evaluation ways,and improve the tutor's ability with the endeavor of maritime affairs bureau,ship companies,training organization and seamen.
