Constitution and Evaluation of Marine Accident Emergency Response System

By analyzing the existing problems in marine emergency plan of Shanghai MSA from die aspects of nature,target,effect,procedure and time of emergency response,the paper concludes the facts that result in the fail of emergency response.After analyzing the procedure and content of marine accident emergency plan,a "Marine Accident Emergency Response System" for Shanghai Wujing MSA is established and a Fuzzy Comprehensive Evaluation Model for evaluate the emergency response system in a scientific and rational way is put forward.The emergency response system has perfected the emergency workflow in the Command branch center of Shanghai Wujing MSA,and has made clear standards on how to behave in the case of such emergencies as safety accidents and pollution.It has also established and perfected the emergency handling mechanism in terms of maritime search and rescue,marine pollution accident by ship and making full use of the social emergency-handling forces.
