In off-shore oil-gas transportation pipelines, target pipeline occurs failure that usually cause part or all of adjacent pipelines lapse and worse damage. With the oil-gas transportation pipeline's risk assessment technology developing, the additional failure consequence of adjacent pipelines which target pipeline failure caused must be considered when the long distance gas transportation pipeline's failure risk is assessed in practice. In assessing practically, not only every pipeline is needed to analyze and assess its failure consequence respectively, but also the adjacent pipelines' failure effects which target pipelines caused is needed to consider, and the total failure consequence should be the sum of target pipeline's failure consequence and adjacent pipelines' failure consequence which target pipeline caused. Of course, the adjacent pipelines' failure consequence should be given weighted by the probability of the their failure consequence which the target pipeline's failure effects. This paper uses collateral damage model to study the additional failure consequence model which come down to adjacent pipeline based on the research about this problem home and abroad, gives the failure conditions of adjacent pipeline that target pipeline failure caused, and finally makes certain the adjacent pipeline's additional failure consequence. This paper gives theory support for the long distance oil-gas transportation's risk assessment, and also gives the quantitative evaluation for the adjacent pipelines' damage caused by the oil-gas pipeline failure, and gives instruction how to apply which one method to the failure conditions.
