Design of a Learning Management System for Small and Medium Sized Universities and Colleges

There has been recent trend towards the adoption of cloud-based Learning Management Systems (LMS). The benefits of cloud-based LMS systems include reduced costs and increased productivity resulting from sophisticated course development features, online course delivery, and anytime and anywhere availability of courses. Following the evaluation of a range of commercially available LMS platforms and their compatibility with our university information system, we have decided to develop our own LMS platform. This paper describes the design principles of the Parrot LMS platform and the main functions it supports.
