NEW TOOLS FOR EFFECTIVE CONSTRUCTION VALUE ANALYSIS/ENGINEERING

This paper seeks to reacquaint the reader with the theories of Value Analysis and Engineering in Construction, and to identify opportunities for its use and application as a Quality Management tool. Value Engineering for Construction, often demonized as simply "Value Removal", should function as a holistic value review of the construction project, including program, site placement, materials, constructability, life-cycle costing, and environmental sustainability. By not utilizing all the tools Value Engineering makes available, project teams are forgoing current analysis opportunities as well as the body of knowledge experience Value Engineering represents.
