The Challenges of Engaging First Responders in a Comprehensive Traffic Incident Management Program

Key to the success of any Traffic Incident Management, or TIM, Program is regular, active participation from all stakeholders including law enforcement, fire, emergency medical services, towing and recovery, and transportation professionals. However, in a fiscal climate with tight budgets and limited resources, keeping these stakeholders engaged can prove challenging. The Wisconsin Traffic Incident Management Enhancement, or TIME, Program is a multi-agency effort, supported by the Wisconsin Department of Transportation, or WisDOT. This ITS America Best of Award winning program was initiated 12 years ago in the Southeast Region of the state, and has recently expanded to a statewide program. Funding levels for the TIME Program have steadily declined since the program's inception and WisDOT has continually been facing the challenge of doing more with less. In this paper we will discuss the activities WisDOT has initiated to maintain the program's value and sustain participation from stakeholders, which include: providing stakeholders a regular forum to debrief traffic incidents; recognition of participation and input through a quarterly appreciation award; and keeping stakeholders aware of national efforts, such as the National Unified Goal for TIM and the FHWA Work Zone Rule on Safety and Mobility, and engaging them in the implementation of these efforts on a state level in Wisconsin. Additionally, WisDOT has listened to the needs of stakeholders to guide the development of tools and products, such as Move Over Law outreach material, Traffic Control and Scene Management Best Practices, and a consistent format for Emergency Alternate Route Guides statewide.
