TRAFFIC INCIDENT MANAGEMENT: TRAINING IMSA MEMBERS AS RESPONDERS

Traffic Incident Management (TIM) is a specific set of practices and protocols for improving the control of traffic through or around the incident area. This provides increased safety for emergency responders, quicker restoration of normal traffic flow, and better information to the public. Though TIM concepts and methods, based on regular Work Zone Traffic Control, are very familiar to maintenance operations personnel of public works/transportation departments, surprisingly many responders from police, fire, emergency medical, and towing have little knowledge or understanding of the correct way to establish a Traffic Incident Management Area (TIMA). The problem is compounded by lack of proper Temporary Traffic Control (TTC) devices, different policies and procedures, technical inability to communicate among the responding agencies, and insufficient training.
