'CHOICES NOT BARRIERS' HOUSING STRATEGY - LEARNING FROM DISABLED PEOPLE

In September 2004 Sheffield Homes and Sheffield City Council Neighbourhood Directorate launched "Choices Not Barriers - a housing strategy for people with physical and sensory impairments, mental health problems and learning disabilities" This was the first such strategy for a major city in the country, and set out issues, priorities and planned actions to address the housing needs of disabled people in all tenures. It represented the culmination of a 12 month process which had involved disabled people, partner organisations and a wide range of officers from Sheffield Homes and the Council. Most importantly, the process had been an opportunity for the two organisations to work with disabled people, and to develop a positive, constitutive and learning relationship, which has continued into the strategy's implementation phase.
