Brain is a "phenomenal" computer. If one focuses on the nature of phenomena, one has to pay attention to the connection between phenomena and the frame problem of the environment of which computation is executed. We focus on the phenomenal indefinite environment of which computation is executed, and formalize it by a local and temporal semantics, in using a lattice theory. Actual phenomenal computation is demonstrated by computing elementary cellular automata that are executed in a local and temporal semantics. As a result, proper universal and proper high efficient computation is realized.
