On the problem of linking key comparisons

The task of linking the results of a regional key comparison to those of a related CIPM key comparison is treated and and a linking procedure is proposed. The linking procedure utilises a so-called linking function. The choice of the linking function is discussed and three different linking functions are compared. As a result, a linking procedure is proposed where the RMO results are multiplied by a factor which is determined as the ratio of the CIPM key comparison reference value and the weighted mean of the RMO results of the linking laboratories.
