Companies are being faced with an ever-increasing number of requirements to assess the hazards associated with their processes.All processes covered by the U.S.Occupational Safety and Health Administration's Process Safety Management Standard (29 CFR 1910.119) were to be analyzed by May 1997.Most of these same processes must be brought into compliance with the U.S.Enivronmental Protection Agency Risk Management Plan Rule (40 CFR 68) within 3 years.There are two approaches to meeting these requirements; one is to do the minimum.The other approach embraces the quote found in Chapter of the American Institute of Chemical engineer's Center Chemical Process Safety Guidelines for Chemical Processes Quantitative risk Analysis (Ref 1).The quote from Admiral Hymen Rickover: We must accept the inexorably rising standards of technology,and we must relinquish comfortable routines and practices rendered obsolete because they may no larger meet the new standards.
