School improvement (SI)is the field of the study focusing on how schools can be improved byimplementing planned change of the key areas of the school system. The question of how schoolschange and improve becomes an important issue for all educational stakeholders including parents,community, policy makers to professionals in schools, and also for independent organizations. Theyare twelve focus areas of SI employed in this study;;leadership, quality of teacher, teachers'professional development, assessment, curriculum relevancy, school facility, school climate, supportfor learning, instruction, educational technology, learning outcome and community involvement. Thispaper presents findings of a small scale study on the areas of SI in Malaysian education system basedon the perspective of the members of the education non-governmental organizations (NGOs). Theirperspective will illuminate the current level and priority of the SI areas in Malaysian schools. Theexistence of NGOs can be identified within the framework of civil society who are the key actors tocreate a transparency communication space between the general public and the government. Thiscommunication space is mainly about societal issues such as education, environment and humanrights which are made freely and independently without any constraints from the government. Therespondents for this study are 50 members of various education NGOs. Many NGOs are set up toassist the implementation of government policies. The study about SI and education NGOs inMalaysian context are practically rare. This study will utilize Delphi method to fulfill the objective. In thefirst part of the study, 5 experts will be involved in the development of the questionnaires. The Delphiexperts consist of experienced staff in the field of teacher's education, school leader's training, schoolleadership and management, university's education lecturer and member of education NGO. They areresponsible to recommend the domains and items as well as validate the questionnaire to be used inthis research. The data collected using the approved questionnaires and 50 members of educationNGOs who will the respondent for this study. The study's findings explore implications for SI anddevelopment as well as for policy issue in Malaysia
