1998 - Federal Law on Production and Consumption Waste - no mechanism for dealing with waste. 2012 - Federal Service for Supervision of Natural Resource Usage stated that: - separate waste collection in Russia does not work; - incineration (waste burning) plants is only alternative to landfills. 2014-2015 - set of amendments imposing waste utilization requirement on producers and importers. 2018 and beyond - development of regional waste treatment programs and selection of regional operators. Recently, President Vladimir Putin instructed the Government to establish a program for treatment of solid municipal waste by 1 July 2018 providing for a ban on the disposal of solid municipal waste on landfills without presorting and pre-utilization. General approach: landfillds disposal should be gradually replaced by "utilization".
