It is possible to go back to NPM (New Public Management) that makes these ideas a theory first in movement concerning the administrative management quality, with NPR (National Performance Review) of the President Thatcher and Majors political power age in Britain and GPRA (Government Performance and Result Act: 1993) of President Clinton and the Gore political power age in the United States, and Europe and America after 1980's. 1)2)3)4) An administrative evaluation was called out in the latter half of 1990's and it began to spread to administrative divisions and cities, towns, and villages on a nationwide scale in our country, though there was an advanced administrative official agency, too.
