This paper takes Enshi Autonomous Prefecture of Hubei Province as the example to explore the way to develop the economy with regional characteristics in less-developed areas. Based on the natural environment structure and resources characteristics of Enshi, we analyzed the asymmetry between the environment structure and resources characteristics and the industry structure. A special way based on "Green Agriculture" and light industry in Enshi is provided. Adopting the economic location quotient technique, this paper made a superiority evaluation on all the resources in this area, and initially constructed its industry structure with regional characteristics.
