In January 2004, the San Diego City Council (City Council) directed the City Manager to conduct a study to evaluate options to increase the use of recycled water produced at the City of San Diego's (City) two water reclamation plants. The City Council requested the study to also include research on the health effects of reuse options and to facilitate active involvement of the public.
