DEVELOPMENT OF SMALL SCALE LNG VALUE CHAINS AND INFRASTRUCTURE IN SOUTH EAST ASIA

The future of LNG and gas market developments has been a hot topic for a number of years. Domestic energy demand has increased in the region, LNG technology is developing, and there is greater focus on reducing carbon emissions while improving energy diversity and security. While it is clear that investment is needed, world events such as the shale gas boom, fall in oil prices, mergers between LNG multi-nationals, and economic stagnation in Europe have all complicated investment decisions. So what does this mean for the small-scale market? DNV GL has led a series of studies and joint industry projects to assess feasibility and to support development of small scale LNG and gas networks in South East Asia and Australia. The following paper assimilates findings of these projects and considers where the opportunities and challenges are today and in the future. The following points are included; 1. Summary of the small scale LNG studies conducted; 2. Overview of existing and forecast LNG fuelled ships and bunkering infrastructure in the region; 3. Interpretation of the latest small scale developments in South East Asia; 4. Opinions on the challenges and opportunities with managing and developing small scale LNG and gas infrastructure across the region.
