摘要

Along with the global challenges of competition and the diversified impact of social environment, the contemporary government faces the important topic about how to promote the administration achievements through the knowledge management under the vigorous development of the global knowledge-based economy. As the knowledge exists in the relational network, the knowledge management not only operates in the social relations network but also has the cognitive limitations from the knowledge producers or owners. Therefore, in addition to the emphasis on the combination of information technology, the implementation of the government knowledge management can't ignore the influence of the social factors in particular. This article embarks from the viewpoint of the social network approach, and discusses how the administrative personnel, in the face of authority, departments, interest groups and policy stakeholders, establish "the observable knowledge network" and form "the self cognitive knowledge network" through social network to share and exchange the individual interest, the expertise, the work flow and the ability, thereby enhancing the efficiency and quality of the management of government affairs. And on the basis of further analyzing the government department knowledge management and the knowledge network, this article focuses on how the government departments promote the communication and interaction with the public and interest groups, as well as establish the relations of policy cooperation across the domain and distance with other agencies, in order to enhance the performance and competitiveness of the management of the public affairs.
