Participatory Governance in Sustainable Environmental Project-A Study on Two Different Cases of Reforestation in Hainan Province, China

摘要

This paper makes a comparative study on two different development projects related to forestation in Hainan Province. Given an assumption that participatory governance is an important factor to ensure success and sustainability of local development project, the study firstly assesses the impacts of each project on local development in economic, social and environmental dimensions. Through an analysis of involvement and organizing of community in phases of project management cycle(PMC), it tries to link level of participatory governance, from top-down, community-oriented, community-based, to community-management governance, to performance and goals achieved of each development project; and to preliminarily give recommendation on sustainable environmental development in indigent area.
